Sorry guys, no, they haven't responded. I sent a message again last week, but I still haven't heard back yet and I don't want to hound them. I say, just call them when you are spotting and tell them you are going to be "off the south end of the field"...that's usually what I do and and it's ambiguous enough that you can move around a bit. I know the city has had a lot going on lately with the opening of the new pad, winter coming up and all the VIP visits, so we are the least of their worries. I'll keep you updated when I find something out.
Okay...I finally got an answer today!! It seems that Zin and the land around it on the east side of Aerospace Parkway now belongs to NASA, and they are the ones who put up the signs. Now, I guess we just have to get an "In" with NASA to see if they still encourage folks to strive for the skies or if they support aviation hobbyists!
I did get to ask about the hill and the little pump station next to Ruple Parkway, and I was told that should be a perfectly good place to spot! I did say that we would continue to give them a head's up if we were going to be out there, and they were quite pleased with that. You can get two or three cars parked there and the hill actually gives you some good views. Now, they did tell me that that side is now Brookpark, but they shouldn't have an issue with it either.
So...go ahead and spot away, behave yourselves as always, and relax a bit!
It was blocked for my first time spotting this weekend for all the VIP traffic, I was pretty bummed.
Is that building private? Have you thought of reaching out to who owns/leases it?
BTW, here's a link to my photos from this weekend. I used to be a real shutter bug back in the day, but these were just with my simple PnS Nikon P60 and some post processing with iPhoto:

Biden was in as well. Didn't know they put blast deflectors along postal road, but seeing the motorcade on 71 as I was racing down 237 was cool.
I didn't know the C-130 was there until I started shooting and then did a double take. I really wanted to see that C-5B, I am sure in a couple of years they will all be back, several times!
