This was something I approached the authorities at Hopkins about several years ago, but while they were kind enough to have a meeting with myself and another member, they seemed to be skeptical about the entire thing.  About the best thing that came out of it was an acknowledgement that we exist, and a promise from us that if we saw anything unusual we would report it.  The head of security guy that we met with was later arrested himself, it appears he had other things on his mind (and in his hand):

Having said that, yes, it's a wonderful program for forward-thinking airports.
