I'm not necessarily opposed to boondoggles, but the proposed 9,000 ft runway for Plum Brook caught my eye.
Wouldn't it be tons cheaper, environmentally preferable, and nearly as effective to improve highway access from Hopkins/NASA Glen to Plum Brook instead of building a 9,000 footer for very occasional use? I'm guessing highway overpasses might be the only problem problem.
Possibly, yes. Reality, probably not. I'm sure if you tried to improve the Turnpike and other areas for the access, you would have to wait while it went through a period of public appeal, or whatever it's called. Then, you would need to deal with all the little feifdoms along the way, give out the contract bids, and THEN finally start the construction.
If you just deal with a runway on NASA property, all you would have to deal with are the locals.

Out of the sandbox, finally!
