Southwest's CEO mentioned Cleveland (and Memphis) in a recent interview as possible growth locations in the wake of rival carriers' cutbacks.

I'm not buying growth in CLE.  WN has never been shy about taking a legacy on, but they've never done any appreciable expansion out of CLE in all the years they've been here.  I just don't think they make enough $$$ to grow much, even with UA cutting back.

 

I think they have a better chance to grow at CAK than CLE.
