Well thank you OpShot for proving I am not (that) crazy, as I have the Comedy Central HD issues nightly between 11pm and Midnight. I just figured someone higher up the data stream did not find Stewart or Colbert particularly funny!
The recent 15% rate hike was a shock, and has put me on the fence about service, but I have to agree their customer service is great.

I've entertained the very same thought! Jon Stewart starts out fine, goes to the first commercial break, then freezes on some random commercial when it comes back on! Last night it was Subway. The audio is there, but the program isn't. I have a technician coming tomorrow, hopefully we will get to the bottom of it, but if you are having Comedy Central issues too, that doesn't bode well!
Well, the technician came out last night and set me up with a new box, and checked all the fittings and replaced all the connections, and so far, so good. The real test will come in the evenings when I come home from work and settle into my usual routine of Stewart and Colbert, if I can make it through those shows without a problem I'll be more than satisfied!
And speaking of NOVA...whenever I watch it on channel 49 (non-HD) on my downstairs TV, I can hear two soundtracks to the same program! The primary narration is done by a man and is louder, but underneath, I can hear a woman's voice as if she is giving cues to the narrator! I watched this program about Otzi (the Iceman) the other night, and I knew what the narrator was going to say next because I could hear this woman's voice quietly dictating the next scene. Weird...
The 45/49 channels have always had lousy signal quality, all the way back to original cable when I was a kid. I had hoped when it showed back up on our lineup it would improve.
I have a feeling that echo may a slight phase shift in the signal. Since you are watching digitally, it is probably able to process that echo into more of a cohesive signal.
It would be interesting to see/hear it though, maybe you can start a viral video of "Paranormal Cable"

Yeah, really! It is kinda cool in a way...it becomes a game to see how the narrator will change what the underlying voice says first.
On another note...
The tech came out last Friday, and he gave me a new cable box, then he put new connectors on all the cables. I'm happy to say that so far, I have had no problems or freeze-ups at all. It's weird though...I can't stop thinking that the next time I turn around to look at it, it will be frozen! Happily, that's not the case.
So for the first time since I've had it, I feel like I am getting the cable that I've always thought I should. I am very pleased
The problem with the time warner network, is that in older neighborhoods the signal is so diluted, that when everyone comes home to watch TV it stresses the network and it can't keep up. Same with internet speed, you were sharing bandwidth.
My HD quality was awful when i had TWC down in akron.
I ended up switching to Dish network who has a 2 year contract, but that means the price is fixed. I used to pay $130 a month for cable and internet together (with NO premium channels, just HD and a DVR)
Then i switched to ATT uverse for internet and Dish to TV and i pay about $90/ a month total...
